It is doubtless that the increase of the international maritime traffic favored the economic development to global level. However, this increase in the flow of merchandise for the seas of the world also is meaning an increase in the risk that accidental spillages of noxious and dangerous substances take place for the environment. On another side, our society also perceives every time more adequate to preserve specific sea ecosystems for the advantages that takes with themselves. The advantages of the well preserved sea ecosystems are many. However, our society is still divided up into the conflict derived from that duality of preferences: economic development versus environmental conservation.

In the project Arcopol we do not intend to position the audience in favor of any of these vital alternatives. We only intend to put the problem on the table, bringing a feasible intermediate solution: the development of contingency plans on marine protected areas which allow to minimize as much as possible any problem derived from a possible spillage.
